财政部 国家税务总局关于提高劳动密集型产品等商品增值税出口退税率的通知

经国务院批准，决定提高部分商品的增值税出口退税率（以下简称退税率）。现就有关事项通知如下：
一、提高退税率的商品范围
（一）将部分橡胶制品、林产品的退税率由5%提高到9%。
（二）将部分模具、玻璃器皿的退税率由5%提高到11%。
（三）将部分水产品的退税率由5%提高到13%。
（四）将箱包、鞋、帽、伞、家具、寝具、灯具、钟表等商品的退税率由11%提高到13%。
（五）将部分化工产品、石材、有色金属加工材等商品的退税率分别由5%、9%提高到11%、13%。
（六）将部分机电产品的退税率分别由9%提高到11%，11%提高到13%，13%提高到14%。
上述提高退税率的具体商品名称、税号及退税率见附件。
二、执行时间
本通知规定的退税率的调整自2008年12月1日起执行。具体执行时间，以“出口货物报关单（出口退税专用）”海关注明的出口日期为准。
特此通知。
